Bad Design Style: Case #64

Wait what?

I’m confused here. That seems like a lot of work building that concrete retaining wall for a curb ramp to nowhere. Sometimes I can see where future sidewalks can be installed but not so much here. The hills on both sides won’t allow that. I’d be interested to hear why exactly this crosswalk was created.
